New Residential Sewer Fee Adjustments

Cedar Hill uses the Winter Sewer Average model for establishing residential sewer fees which depends on a customer’s history of consumption. Because new customers have no consumption history, the City’s Utility ordinance establishes the starting monthly fee for new residential accounts at a sewer factor of 7 (average monthly usage of 7,000 gallons) which equates to a fee of $77.30 (Usage Fee $60.00 + Base Fee $17.30) monthly. To qualify, the total usage after 3 full billing cycles must be 21,000 gallons or less.

After 3 full billing cycles, customers can request a recalculation of their monthly fee based on the 3 months of consumption history. If the recalculation results in a decreased monthly sewer fee, the new fee will be retroactively applied to the new account from when it was opened and the account will receive a credit for the amount paid over the recalculated rate. Additionally, the new monthly fee will then apply going forward until the following March when the annual recalculation of all residential accounts takes place per City Ordinance. Note that:

  • If the recalculation results in a decreased monthly sewer fee, the excess paid to the point of the request will be applied as a credit. Refunds are not available for this adjustment.
  • Monthly sewer fees will not be increased as a result of this recalculation. If the recalculation results in a higher fee determination, the customer will continue to be charged the $77.30 monthly until the following March when the annual recalculation of all residential accounts takes place. 

In those cases where an account is opened and then closed before 3 billing cycles have elapsed, the customer can ask that the sewer fee be recalculated and the City will accommodate that request. In those cases, if the recalculation results in a lower fee the customer’s final bill will be credited or if the final bill is lower than the deposit, the excess paid will be refunded at the time the deposit is refunded (if applicable).
